Regulatory Change Radar¶
Regulatory Change Radar turns Scroll from a system that does the work into one that watches your back. Every day it checks official UAE and Saudi sources for changes to the fees, rates, thresholds, and rules behind your workflows. It keeps a live reference of the current state of each one, alerts you when something moves, and flags exactly which of your clients and renewals are affected.
Open it from the Radar item in the sidebar. The topbar jurisdiction dropdown (UAE / KSA / Both) filters everything.
How the monitoring works¶
Regulations are the same for every UAE and Saudi firm, so Scroll monitors them globally, once, on behalf of everyone, then shows each firm what is relevant to it.
A daily job walks through around twenty curated topics across both markets (DED and free zone licence fees, MOHRE work permits, residency and Golden Visa rules, Corporate Tax thresholds, Ejari, DIFC and ADGM, DEWA, DTCM, property transfer fees, and on the Saudi side GOSI rates, ZATCA VAT and e-invoicing, Nitaqat bands, MISA, commercial registration, MOJ, SAMA, CMA, and STA). For each topic it:
- Searches official sources live, steered to government and regulator domains, for the current figure or rule.
- Compares the answer to the snapshot it recorded last time.
- Records a change if something materially moved, with a plain-language summary, the from and to, an effective date, and official source links.
- Refreshes the snapshot quietly if nothing changed, so there is no noise.
You never fetch anything or click anything. It runs in the background.
Two layers¶
The Radar tab has two views.
Current Rates & Rules¶
A reference library of the current fee, rate, or rule on record for every topic in your jurisdiction, each with its official sources and the date Scroll last verified it. This is available from day one, you do not have to run any workflow first. Topics tied to workflows your firm uses are highlighted as Relevant to you.
Recent changes¶
The alert feed of what actually moved, newest first, each with the change summary, effective date, affected workflows, and clickable official sources. Changes that touch a workflow you use are highlighted and sorted to the top, but you can see every change for your jurisdiction, not only the ones you have used before.
What happens when something changes¶
Scroll does three things, in order of how much they affect you, and it never acts on your behalf without your approval.

You also receive an email and Telegram alert for every relevant change, on the same notification settings as your deadline and Autopilot alerts, and the sidebar Radar item shows a count.
How it stays honest¶
- First check is silent. The first time Scroll sees a topic it records a baseline only, it does not raise an alert. Day one is not twenty false changes.
- Source-cited. Every change and every current figure links to official sources, so you can verify at the source. Scroll flags, it does not decide on your behalf.
- It alerts, it never acts. Affected renewals are flagged for you to review; re-preparing one is your decision and still passes the Authorisation Layer approval gate. Nothing is auto-submitted.
- Arabic and RTL. The whole Radar tab is fully Arabic-localised and right-to-left in Arabic mode.
